The New Paradigm Institute (NPI) is a nonprofit legal and policy organization founded by constitutional attorney Daniel Sheehan to advance UAP disclosure through law: counseling whistleblowers, drafting and lobbying legislation, and building academic-legal infrastructure for what it frames as an inevitable transition.

02Origins

NPI grew out of Sheehan's decades of public-interest litigation and his 2000s-era Exopolitics engagement, formalizing after the Grusch hearings created a pipeline of cleared witnesses needing counsel and a legislative fight needing draftsmen.

03What It Does

NPI provides pro bono-style counsel to witnesses navigating classification law (Sheehan has represented or advised figures including Grusch and Elizondo at stages), campaigns publicly for restoring the UAP Disclosure Act's review board and eminent-domain provisions, files comments and briefs in records fights, runs public courses and a speaker circuit on disclosure law, and maintains congressional relationships for witness introductions. Its rhetoric runs ahead of its filings by design: Sheehan speaks of contact as fact, while the legal work stays procedural.
