Chuck Schumer

Chuck Schumer is a U.S. senator from New York and the Senate Democratic leader. In July 2023 he co-sponsored, with Republican Mike Rounds, the Unidentified Anomalous Phenomena Disclosure Act, widely described as the most ambitious UAP legislation ever introduced.

Schumer inherited the issue's leadership mantle from Harry Reid, whom he cited when introducing the legislation. His involvement signaled that UAP records had become leadership-level business rather than a backbench curiosity.

The Schumer-Rounds amendment, modeled on the 1992 JFK Assassination Records Act, proposed a presidential review board with authority to declassify UAP records on a rolling basis, a government right of eminent domain over any recovered technologies or biological evidence held by private entities, and a legal presumption of disclosure. The eminent domain and review board provisions were stripped in the December 2023 conference negotiations, which Schumer publicly blamed on House Republican leadership and defense-sector-aligned opposition. The surviving core created a records collection requirement at the National Archives. He reintroduced disclosure provisions in later cycles, and the concept's DNA is visible in the 2026 executive-branch PURSUE releases, which advocates describe as disclosure without the independent review board.

Introducing the bill, Schumer said the federal government had gathered a great deal of information about UAP over decades and the public deserved to see it, citing claims of unreviewed programs. His contribution is the legislative high-water mark: the first time crash retrieval and non-human intelligence language appeared in draft federal statute.

Skeptics noted the bill's language imported the advocacy community's assumptions into law. Advocates faulted Schumer for accepting the stripped version. The fight over who killed the strong provisions remains an active political storyline.

Schumer remains Senate Democratic leader and a periodic advocate for restoring full disclosure-act provisions.
