David Fravor

David Fravor is a retired U.S. Navy commander and former commanding officer of Strike Fighter Squadron 41, the Black Aces. On November 14, 2004, he was the lead pilot in the Nimitz Tic Tac encounter, one of the most cited UAP cases of the modern era. He is widely treated, including by skeptics, as a highly credible witness to something.

Fravor graduated from the Naval Academy, flew F/A-18s across a 24-year career, served as a TOPGUN-trained squadron commander, and led the Black Aces on a combat deployment to Iraq after the 2004 incident. He retired in 2006.

Fravor's account anchored the December 2017 New York Times coverage of AATIP and the Navy videos. He has retold the encounter consistently across venues, including a widely viewed 2019 Joe Rogan Experience appearance and academic-adjacent interviews with physicist Lex Fridman. On July 26, 2023, he testified under oath before the House Oversight national security subcommittee alongside David Grusch and Ryan Graves.

Fravor describes a white, wingless, roughly 40-foot object that mirrored his aircraft's movements above a churning patch of ocean, then accelerated away faster than anything he had seen in decades of flying. He testified the technology was "far superior to anything that we had." He makes no claims about origin. His contribution is the case itself: a four-witness daylight military encounter with sensor follow-up, told by a squadron commander with nothing evident to gain.

Fravor's honesty is not generally questioned. Conventional explanations have been proposed for the encounter and the FLIR1 video; Fravor has dismissed them as ignoring what four aviators saw directly, and the Navy has confirmed the video is genuine.
