The AARO Historical Record Report

The "Report on the Historical Record of U.S. Government Involvement with Unidentified Anomalous Phenomena, Volume 1," published by AARO in March 2024, is the government's official answer to the crash retrieval allegations of the Grusch era. Congress mandated it in the FY2023 NDAA.

Researched under founding director Sean Kirkpatrick (who departed before publication), drawing on archival review, classified program records, and interviews conducted through AARO's authorities, which the report says included access to special-access program information.

The report concludes AARO "found no evidence that any USG investigation, academic-sponsored research, or official review panel has confirmed that any sighting of a UAP represented extraterrestrial technology," and no evidence of any program to reverse engineer such technology or of hidden craft or bodies. It attributes persistent beliefs to a circular ecosystem: a small group of individuals repeating and cross-citing claims for decades, misidentified legitimate secret programs (stealth aircraft among them), and misunderstood documents. It reviews Roswell, MJ-12, and modern claims, and traces some named allegations to programs that were real but unrelated to aliens. A companion finding: an alleged program name a witness cited (Kona Blue) was a real proposal, never approved, created by former AAWSAP-connected personnel to study paranormal claims, which the report presents as mythology's paper trail.

An official public document, with acknowledged errata: early versions contained factual errors (dates, technical details) that critics catalogued and AARO partially corrected.

It is the standing official negative: the document every skeptic cites and every advocate must argue past. Congressional disclosure efforts, Grusch's public responses, and PURSUE-era commentary all orbit it. A promised Volume 2, covering interviews after mid-2023, extends the fight.

Here the skepticism runs both directions. Advocates note the report did not interview Grusch himself, that key witnesses say their information was mischaracterized or ignored, and that an office inside the Pentagon graded the Pentagon. Document researchers catalogued its errors as evidence of haste. Institutional defenders answer that the report names checkable programs and archives while its critics offer testimony, and that no error identified touches the central negative finding. The report is best read alongside its critics' annotations, which is how the modern debate actually consumes it.
