Dylan Borland

Dylan Borland is a United States Air Force veteran and former geospatial intelligence analyst. He testified before the House Oversight Committee's Task Force on the Declassification of Federal Secrets on September 9, 2025, describing a close range UAP encounter at Langley Air Force Base in 2012 and what he says was sustained professional retaliation for reporting it.

Borland served in the Air Force from 2010 to 2013 as a geospatial intelligence specialist, an imagery analysis role. After leaving the service he worked as a senior analyst for the defense contractors BAE Systems and Intrepid Solutions, where he says his work included analyzing video, radar, and electro-optical imagery for aircraft identification.

Borland is one of the few witnesses to describe a close range military base encounter under oath before Congress. His testimony at the September 2025 hearing, alongside Jeffrey Nuccetelli and Alexandro Wiggins, focused as much on whistleblower retaliation as on the sighting itself, and fed directly into the hearing's push for stronger UAP whistleblower protections.

Borland says that in 2012, during an overnight shift at Langley Air Force Base in Virginia, he stepped outside and saw a large triangular craft directly overhead. He says it hovered silently for several minutes with no sound, wind, or visible propulsion, that his phone experienced interference during the encounter, and that the object then ascended rapidly to airliner altitude and departed.

He testified that reporting the encounter, and what he describes as his direct knowledge of certain legacy UAP programs, led to deliberate obstruction of his career. He alleges workplace harassment, manipulation of his security clearance eligibility, and blacklisting that he says continued for more than a decade.

Records from the 2012 encounter have not been released publicly. Borland's retaliation claims have not been publicly adjudicated; the whistleblower protections discussed at the 2025 hearing are aimed at cases like the one he describes.

Borland continues to speak publicly about his case and advocates for UAP whistleblower protections.
