Immaculate Constellation

"Immaculate Constellation" is the alleged name of an unacknowledged special-access program said to collect and compartmentalize U.S. military UAP imagery and sensor data, described in a roughly 12-page report by an anonymous whistleblower. Journalist Michael Shellenberger published the account, and Representative Nancy Mace entered the document into the record at the November 13, 2024 House UAP hearing.

The report was provided to Shellenberger by a source he describes as a former U.S. government official with direct knowledge. The author is anonymous; the document is unsigned and undated in its public form. No original classified markings have been shown. Its path to the hearing record ran through journalism, not official declassification.

The report describes a program organizing UAP observations from military platforms into a hidden repository, including alleged categories of observed phenomena (metallic orbs, "Tic Tac" objects, large triangles) and alleged incidents, and asserts that imagery far clearer than anything public exists. It frames the program as deliberately walled off from congressional oversight.

Unauthenticated. The Department of Defense stated it has no record of any program by that name, and AARO said its review found no such effort. No named official has corroborated the program's existence. The document's claims remain anonymous testimony in written form.

It is arguably the most specific named-program allegation of the post-Grusch era, and its formal entry into the congressional record gives it durability. Subsequent oversight demands, including PURSUE-era pressure for withheld imagery, cite it. If the described repository exists, the "government has better footage" belief is correct; if not, the episode documents how an anonymous PDF can reach the congressional record.

Skeptics note the document's anonymity, the absence of any artifact from a program allegedly processing large volumes of imagery, and the pattern of names and details that cannot be checked. They also observe that real compartmented programs leak paper eventually, and this one has produced none. Proponents respond that the report's structure reads like authentic intelligence-community writing and that denial is the expected response either way. The claim stands unverified.
