James Lacatski

James Lacatski is a retired Defense Intelligence Agency scientist, a specialist in rocket and missile propulsion, who conceived and managed the Advanced Aerospace Weapon System Applications Program (AAWSAP), the $22 million effort that stands at the head of the modern government UAP lineage.

A career DIA analyst with doctoral-level engineering training, Lacatski's road to the program began, by his own account, with reading Hunt for the Skinwalker and visiting the ranch in 2007, where he reported observing an unexplained tubular apparition inside the homestead, an experience he says convinced him the subject warranted intelligence-community study.

Lacatski secured Senator Reid's support, wrote the requirement, and ran AAWSAP from the DIA side during its 2008-2010 funded life, overseeing BAASS's investigations, the 38 reference documents, and the case databases. In 2021 he co-authored Skinwalkers at the Pentagon with Colm Kelleher and George Knapp, the insider account that confirmed the program's paranormal scope, described alleged "hitchhiker" effects reaching investigators' homes, and detailed the program's end. In a 2023 follow-up book and interviews, he wrote that the U.S. possesses a craft of unknown origin whose examination revealed no conventional propulsion, a sentence that drew congressional attention; he has declined to elaborate, citing obligations.

His documented contribution is the program itself and its paper trail. His craft claim is testimony from a former official with real access, unverified and unretracted, and it circulates accordingly through the Grusch-era record.

Skeptics treat the hitchhiker material as folklore that discredits the program's rigor and note the craft sentence arrived in a book promotion. AARO's historical review treated AAWSAP-derived stories as mythology inputs. Defenders answer that Lacatski is the rare claimant whose program, budget, and access are all documented, which is why his one sentence carries weight on all sides.
